paragraph and section marks Insert a nonbreaking space. The paragraph mark (¶) is used when citing documents with sequentially numbered paragraphs (e.g., declarations or complaints). The section mark (§) is used when citing documents with numbered or lettered sections (e.g., statutes). Except as provided in paragraph (2), the amendments made by this section [amending this section] shall apply to contracts entered into on or after July 11, 1989. “(2) Binding bids.— The amendments made by this section shall not apply to any contract resulting from the acceptance of a bid made before July 11, 1989 .
